SENIOR ECONOMIST AND HEAD OF BUSINESS INTELLIGENCE
Reports To: Executive Director, BuildForce Canada
Job Location: Remote within Canada, with a hybrid option in the National Capital Region. Domestic travel required for meetings, conferences and stakeholder engagement.

BuildForce Canada is at the centre of one of the country’s most critical challenges: ensuring Canada has the construction workforce needed to deliver housing, infrastructure, industrial, commercial and institutional projects, and ongoing maintenance.
We are seeking a Senior Economist and Head of Business Intelligence to lead BuildForce Canada’s economic analysis, labour market forecasting and business intelligence. This is a senior, hands-on role for an accomplished economist who can strengthen analytical methods, produce trusted forecasts and turn complex evidence into actionable intelligence for industry and government.
The Role
- Lead economic analysis, labour market forecasting and applied research related to housing, industrial, commercial, institutional, infrastructure and major maintenance activity.
- Set the analytical direction for business intelligence products that identify workforce shortages, skills requirements, regional pressures and longer-term risks.
- Translate complex data, econometric modelling and labour market trends into clear insights, dashboards, reports, presentations and advice for senior audiences.
- Develop customized analytical and advisory solutions for public- and private-sector clients, including identifying gaps in labour market intelligence and workforce planning.
- Analyze major projects, emerging economic conditions and regional labour market dynamics to identify workforce trends.
- Build strong relationships with clients, partners and industry stakeholders to advance collaboration, thought leadership and continuous improvement.

You are an accomplished economist and strategic advisor who combines analytical depth with practical business judgment. You are equally comfortable working with complex data, challenging analytical assumptions and presenting clear recommendations to senior decision makers. You bring intellectual curiosity, methodological rigour and a collaborative approach, and you enjoy building analytical capabilities and products that others can use and trust.
You Bring
- A postgraduate degree in economics, econometrics, public policy, data science, statistics or a related quantitative discipline; a master’s degree or higher is preferred.
- A minimum of five to seven years of progressive experience applying economic, labour market or workforce analysis in a Canadian industry, public policy, consulting, research or related environment.
- Demonstrated experience with economic modelling, forecasting, applied econometrics, scenario analysis, impact analysis or cost-benefit analysis.
- Experience working with large datasets and authoritative data sources, including Statistics Canada, administrative data, survey data or comparable industry datasets.
- Exceptional written, verbal and presentation skills, with the ability to translate complex analysis for both technical and non-technical audiences.
Assets
- Knowledge of construction, infrastructure, maintenance, skilled trades, apprenticeship, immigration, workforce development or labour market policy.
- Experience designing or improving forecasting frameworks, methodological standards, quality assurance processes or analytical documentation.
- Experience using AI-enabled tools responsibly to support research, automation, data analysis, knowledge management or innovation.
- Experience working with Indigenous communities, equity-deserving groups or initiatives supporting a more inclusive construction workforce.
- Bilingualism and the ability to communicate effectively in both official languages.
